Sen. Marco Rubio (R-Fla.) says he will increase his focus this summer on the need to repeal ObamaCare, after the IRS targeting scandal has shown that U.S. tax collectors are not fit to implement the law. … He said repealing the 2010 healthcare law is needed because either the IRS will enforce it, or a new agency will be needed to enforce it (Kasperowicz, 5/29).

The first witness to appear before the Internal Revenue Service at a hearing Wednesday on the health care overhaul's mandate penalty was a Dallas divorcee who flew up to ask a personal question: Will she face a fine if her ex-husband, who under the terms of their divorce is supposed to buy coverage for their son, doesn't do it? ...
