    Cutting Medi-cal payments to the primary care providers will result in less ability from provider to provide preventive services. This easily will result in more expensive emergency room visits. Patients will get sicker and more deeper problems. The providers will get exhausted working more hours to pay for their cost.  Resulting  in more mistakes and shortness of time educating patients.  Ultimately State will pay lot more then 10% cost saving. Please be logical.
