    Texas needs to get the parents educated as well.  If the schools aren't teaching sex ed, then it falls on the parents to teach their kids.  I live in CA.  My mom started talking about the details of sex and babies when I was 9, with a book that had detailed pictures in them.  If the parents arent willing, then the state is going to have to bite the bullet and pay way more than they need to if the state isn't willing to pay for fact based full sex ed.
