    1. Sounds like a right-wing think tank to me. Pneumonia and diarrhea carry off the babies and the elderly, but AIDS is killing the age group that provides and cares for the old and the young. Fighting HIV/AIDS requires building health care networks where there are none.

    2. Global warming is already affecting the 3rd world disproportionately. Crop failures due to drought, increasingly severe tropical storms, rising sea levels are not "a small amount of good in a distant future.

    3. You will find very few who have studied prevention of STD's who will say that one strategy such as "use condoms" fits everyone. However, the PEPFAR funded programs did have an ABC message attached to American money. The message must be rooted in the audience's reference frame, of course, but I'm sure Prof. Kavulla is not suggesting Africa is one culture? Violence against women, the stigma of being HIV+, laws against homosexuality, workers living far from home; all these factors are important in prevention, and people's lives and needs are what drive public health changes.
