      Michael Kennedy's comment is naive and simplistic.
      Not bad jobs but bad managers that create the bad work environment.  Unfortunately policy makers do not take enough responsibility and ownership of poor decision making.  Some people may produce good individual work - they do not necessarily make good managers of people.  If you treat people with respect and due dignity accorded to each individual the work outcome can be productive and general well-being is also improved.
