    Tort reform is used as a legal weapon against Texans in Texas ever since Governor Rick Perry signed the 2003 Tort Reform Act which rendered the 7th Amendment impotent.  In Texas, doctors pretty much can save themselves money by forgoing  malpractice insurance because the law renders them free and unaccountable for their negligent and reckless behavior.
