    Rising tobacco taxes will chiefly make poor people poorer. Very few, if any, will quit smoking because of higher price.  However, price may be an obstacle for  starting the bad habit. A low, or even give away price on tobacco will hardly  tempt  many new smokers.

    Let the unfortunate smokers smoke. They are harming none but themselves.
