In the beginning, there was nothing.  For if there was something, then it was the beginning.
Nothing can not create Electromagnetic energy or matter.
The existence of Consciousness, self-awareness does not require the prior existence of Electromagnetic energy or matter.
Once Consciousness is self-aware it would invent/imagine ways to express itself by creating positive and negative.
From there it is shot step to imagining energy and matter with which to create more complex forms with which to imagine more complex structures.
In the beginning, there was nothing, therefore all matter and energy must net to zero.
