I think the US and Europe should conciser granting automatic asylum to any Ugandan homosexual, as well as any activists and intellectuals.  Back during the cold war, the communist bloc worried that the US and Europe could cause a brain-drain and weaken them, by granting asylum to their citizens who cross out of the Iron Curtain.  I think we should treat these African countries the same and work to brain-drain that entire region.  If countries like Uganda are going be be like this, I think we should bleed them dry intellectually and creatively.  This might cause a burden on the west, but anything to let their own policies cripple them.
