If they defined “unvaccinated” as a person who may have indeed been vaccinated but had not had the 2 or 3 weeks (depending on jurisdiction definition) after the second dose pass then the hospitalizations and deaths cannot be solely attributed to Covid - adverse events including death due to vaccination must be considered. As well as if vaccinatymakes a person more susceptible to Covid and severe Covid in the first 2-3 weeks post vaccine.
